‘Governor Jerry Brown has signed controversial legislation to greatly expand the rights of minors to obtain preventive treatment for sexually transmitted diseases without parental consent, including an HPV immunization for cervical cancer. Brown did not explain his reasoning in the announcement Sunday afternoon. Assembly Bill 499 was carried by Assemblywoman Toni Atkins, D-San Diego. She said the legislation addresses a gap in the law that forbids prevention steps by doctors but allows minors under 18 to undergo abortions and post-infection treatment for sexually transmitted diseases without the approval of parents or a guardian. The new law will take effect January 1.’

Gov. Perry Establishes HPV Vaccination Program for Young Women/February 2, 2007 Press Statement: ‘Gov. Rick Perry today issued an executive order directing the Health and Human Services Commission (HHSC) to adopt rules requiring all girls age 11 and 12 to receive the Human Papillomavirus (HPV) vaccine prior to entering sixth grade, effective September 2008. The executive order also directs HHSC and the Department of State Health Services (DSHS) to make the vaccine immediately available to eligible young females through the Texas Vaccines for Children program for young women ages 9 to 18, and through Medicaid for women ages 19 to 21…Parents may choose to opt out of mandatory vaccinations for reasons of conscience, including religious beliefs. The governor’s executive order directs DSHS to ease the opt out process by providing exemption request forms online.‘
Note: On it’s face this Executive Order rammed through by former Texas Governor Perry was completely illegal, violating fundamental human rights regarding self-determination of the body. BILL AB 499, Atkins. Minors: medical care: consent. Existing law allows minors to consent to specified forms of medical or dental treatment. This bill would, in addition, allow a minor who is 12 years of age or older to consent to medical care related to the prevention of a sexually transmitted disease. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 6926 of the Family Code is amended to read: 6926.
(a) A minor who is 12 years of age or older and who may have come into contact with an infectious, contagious, or communicable disease may consent to medical care related to the diagnosis or treatment of the disease, if the disease or condition is one that is required by law or regulation adopted pursuant to law to be reported to the local health officer, or is a related sexually transmitted disease, as may be determined by the State Public Health Officer.
(b) A minor who is 12 years of age or older may consent to medical care related to the prevention of a sexually transmitted disease.
(c) The minor’s parents or guardian are not liable for payment for medical care provided pursuant to this section.

This Bill will inevitably spell the end of parental consent, enabling any under-age/minor girl or boy to circumvent parental authority by LAW, and proceed to get the Gardasil vaccination series confidentially (including other shots ie. BREAKING NEWS: Merck vaccines (Gardasil, MMR ll, Varivax, Pneumovax, Zostavax) from West Point, Pennsylvania plant found to contain charred bits of residual plastic “shrink wrap”
‘The drug industry has experienced a series of manufacturing-quality difficulties in recent years, which observers have blamed on aging equipment and budget cuts. Merck and others have responded partly by building new plants and renovating existing ones…At Merck’s West Point plant, pieces of protective shrink wrap on some incoming glass vials weren’t removed during washing and were subsequently charred during a heat-based sterilization process, according to an FDA inspection report in April. Some of these vials made their way into customers’ hands.
“We do have a complex operation. What we are seeing is that the severity and criticality of observations [by FDA inspectors] are declining. What we’ve seen in the last few inspections tells us we’re on the right track.” James Robinson, vice president of (Merck) vaccines product and technical operations.
Since November 2009, Merck has submitted to the FDA at least 12 reports of the charred shrink wrap being found in vaccines, according to the FDA report. Eight arose from consumer complaints, and four stemmed from Merck’s internal sample testing. Merck has responded by switching from shrink-wrap to plastic or cardboard trays for incoming vials for a majority of its products, Robinson said.
But in its April inspection report, the FDA said shrink wrap was still being used for some incoming vials, which the agency said made Merck’s initial response inadequate. Robinson said Merck expected to abandon shrink wrap on all incoming vials by year’s end…that “there have been no reports of adverse events associated with the shrink wrap”. FDA spokeswoman Shelly Burgess said the appearance of any foreign item in an injectable product is a concern…patient safety risks associated with the charred shrink wrap couldn’t be ruled out.
In May, Merck sent a letter to doctors advising them to be on the lookout for brown particles in its vaccines as well as in vials of Antivenin, a treatment for black-widow spider bites. Merck said small pieces of the shrink wrap, which it called an “inert carbon material,” can stick to the inside of product vials and turn brown during the sterilization process. Merck said use of products containing particles could lead to injection-site reactions, but it shouldn’t affect sterility or potency. Merck said the brown particles have been observed in very rare cases, a reported rate of less than one in six million vials overall.
Other FDA inspection findings included the following:
– In August 2010, an FDA inspector accused Merck of not reporting to the agency certain adverse events associated with patients’ use of its drugs within the required 15 calendar days.
Robinson said Merck is working to improve its on-time reporting of adverse events, and that it currently exceeds the industry average. Some adverse events are reported late because they take longer to investigate, he said.
– In February 2009, an inspector cited the presence of metal particles in certain products, as well as cracked vials. The report said Merck should have done more to investigate and address the causes of these problems. Also, Merck had received complaints from doctors regarding bubbling and foaming in vials of certain vaccines.’

BREAKING NEWS: Harvard University Study finds Hepatitis B Vaccine associated with an “increased risk of Multiple Sclerosis”
‘Recombinant hepatitis B vaccine and the risk of multiple sclerosis: A potential link between the recombinant hepatitis B vaccine and an increased risk of multiple sclerosis (MS) has been evaluated in several studies, but some of them have substantial methodologic limitations…The authors conducted a nested case-control study within the General Practice Research Database (GPRD) in the United Kingdom.
The authors identified patients who had a first MS diagnosis recorded in the GPRD between January 1993 and December 2000. Cases were patients with a diagnosis of MS confirmed through examination of medical records, and with at least 3 years of continuous recording in the GPRD before their date of first symptoms…The analyses include 163 cases of MS and 1,604 controls. The OR of MS for vaccination within 3 years before the index date compared to no vaccination was 3.1 (95% CI 1.5, 6.3).
Conclusions: These findings are consistent with the hypothesis that immunization with the recombinant hepatitis B vaccine is associated with an increased risk of MS, and challenge the idea that the relation between hepatitis B vaccination and risk of MS is well understood.’

Hepatitis B vaccine/Lupus disease connection – lawsuit: ‘On August 29, 2001, Tambra Harris (“petitioner”), filed a petition for compensation alleging that she suffered certain injuries as a result of receiving a vaccination. Among the injuries petitioner alleged that she had suffered as a result of receiving a hepatitis B vaccination was systemic lupus erythematosus (SLE). Tambra Harris died on November 9, 2009. Tambra’s mother and Administratix of her estate, Louvonia Deniece Harris, was substituted as petitioner, and an amended petition was filed on October 15, 2010. On March 22, 2011, counsel for both parties filed a stipulation, stating that a decision should be entered awarding compensation. The parties stipulated that petitioner shall receive the following compensation:
A lump sum of $ 475,000.00 in the form of a check payable to petitioner as Administratrix of the Estate of Tambra Harris. Endocrinol. 23(12):2075- 85, 2009; RT-PCR and/or ChIP experiments were included in six (6) of seven (7) figures in this publication; and Fabricated RT-PCR and ChIP experiments represented in Figures 2a,b, 3a,b, 4a,c, 5a,b, 6b,c, 8a,b in Oncogene 28(5):651-61, 2009; RT-PCR and/or ChIP experiments were included in six (6) of eight (8) figures in this publication.

‘The Office of Research Integrity (ORI) at the U.S. Department of Health reported in August 2011 that final action has been taken against Sheng Wang, PhD, of Boston University School of Medicine, Cancer Research Center. ORI states: “The Respondent engaged in research misconduct by fabricating data that were included in two (2) published papers.”
Specifically, six of the eight figures in the Oncogene paper and six of the seven figures in the Molecular Endocrinology study were said to contain data from fabricated experiments. Though Wang is now required to retract the papers, and he reportedly stopped working for Boston University in July, he will only be ineligible for federal funding for 2 years.
Further, the fabricated research may continue to live on, as it has been cited by other studies and once a finding is accepted in the medical community, it’s very hard to make it go away. Unfortunately, scientific retractions are actually becoming increasingly common.’

‘Following the explosion at the Chernobyl Power Station in Ukraine on April 26, 1986, large quantities of radionuclides were released into the atmosphere, resulting in the contamination of a large geographic area. Initially elevated exposures of populations in Ukraine, Belarus and Russia were due to thyroid-gland irradiation by radioisotopes of iodine, primarily iodine-131 and subsequently to radiocesiums, primarily cesium-137 from both external exposure and the consumption of contaminated milk and other foods.
An increase in the incidence of thyroid cancer first was reported in Ukraine for 1990 and in Bielarus for the time period 1990-1992. The questions appeared that such increases were related directly to radiation exposure from Chernobyl, due to the unexpectedly short latency period (only 4 years), uncertain background rates of thyroid cancer, the influence of widespread population screening and the rightness of the pathological diagnoses. Numerous reports have confirmed an increasing number of cases of thyroid cancer, particularly in the most heavily contaminated regions of Ukraine and Belarus, but also in Russia. There is still very little information regarding the quantitative relationship between radiation dose to the thyroid from Chernobyl and the risk of thyroid cancer. Only few published population-based case–control studies of thyroid cancer indicates on a firm relationship between estimated radiation dose and thyroid cancer.’
